"Too true Senator Vipsanius, too true. However as you know, without a strong military, the nations which surround us will be even quicker to attack Nessos. It is, in my opinion, best if we focus on the growth of a strong military, to combat possible threats to our soveriegnty in the future. Belligerence towards nieghboring cities at this time would not be prudent, as most are much stronger than us, unless a suffiecient cassus belli can be found. Also, it is in my belief that in our foriegn policy we must remain nuetral for the most part, siding with those who will only benefit us. If we maintain such a nuetrality, and our strong army, nations will avoid coming into conflict with us, for they will be too busy picking on weaker nieghbors. If in case the need arises, and when our armies are suffieciently prepared and professionalised, as Im sure it will be in the possible near future, then I am all for the use of our military force to further the goals of the state.
