Increase my economy by developing my nation. Build Lugdunum and direct merchants through it (possibly coming from Valencia or some of the more peaceful Celtic tribes). Also develop my rural lands, beginning building farms and harvesting what the lands around me have to offer.

Spend one economy point training normal soldiers into my army.More heaviyl equipped soldiers are as essntial to our defense as the Wolf-Warriors.
Spend the other economy point to provide incentives for settlers to move out of the heartland of Verkana and into the hinterlands. These incentives will be used to help settlers establish new farmsteads and for the construction of roads and towns and government buildings on the frontier.
Have our military explore both to the east and west and encourage settlement, particularly to the east and northeast.
Continue work on the Sarouyeh Market.

-Continue wonder (2/8).
-Name my second city Hanoi.
-Found a city, Ky Son, on the border with Mekong. This will be our main base for the assault against the Mekong.
-Increase Army once and Navy once (so my total military is 1000 men and 25 Galleys).
-Expand northeast along the coast with 200 men and 5 Galleys.
-Expand southward from Ky Son along the coast, with 800 men and 20 Galleys. We won't treat Mekong as an actual civilization, but merely as slightly more numerous barbarians. They live in the jungle, away from the stars and the sea, so they cannot be truely civilized. Wherever we expand, we will burn the jungle, a sign of the wild, and set up farms in its place. In addition to making the land usable, it denies the Mekong of places to live and attack us from.
-Set up lines of defense on the edge of the jungle (which will constantly be pushed further away from the coast. Not actual fortifications, just watchtowers. Use a system of communication with drums to pass messages and warnings from one tower to another, and back to our villages.
-Build shrines to Tala at regular intervals along the coast. Later, these will develop into monestaries, schools, and ports.
