Strange AI research priorities

Hello everyone.

In my current game, by the end of the ancient era, I was very surprised to notice that the Koreans already had engineering, but neither Republic neither Monarchy neither Literacy. In fact they had ignored all the "optional" techs, including those giving access to better government types! They were confidently entering the future under good old despotism!
I think this only means that the AI chooses its next tech to research randomly. Am I wrong?
 
Korea are scientific - they got Engineering as their free technology when they entered the Middle ages. They didn't research it.

So they are probably researching a government tech now, i don't think i have ever seen an AI civ research an MA tech before they research at least one government tech from the AA.

True. But anyway, it's a poor choice not to go for a better gov when you can.
 
Or maybe they're just being tricky, making sure they are the first to get a tech, thus possibly getting a Scientific Great Leader and a wonder like Sun Tsu's for free? Bypassing techs that other civs already have in favor of more advanced techs is a tactic employed by many experienced HI's!
