Strange Cultural Borders Bug?

Wasn't getting any responses in the Bug Report sub-forum, so I thought I'd cross-post this here:

Searched the forums for a similar problem, but didn't find anything that looked like this.

Playing 3.13 along with Bhuric's patch. Had just recently taken Aachen, a juicy city surrounded by towns on flood plains from Charlemagne then sued for peace to rebuild a bit. It was under heavy cultural pressure and I was content to let Charlemagne have the rest of his empire for quite awhile as I had recently popped a very low percentage great artist from another city. I thought it would turn out to be a large stroke of luck as I could just culture bomb to get the tiles I wanted out of the BFC. Use the Great Artist, no change in borders. Seemed strange, but I decided no problem, I'll just raze the HRE cities giving me trouble, as I had several CR3 riflemen against just some longbows and a couple musketmen. However, after I razed the city, there was no change in cultural borders!

Prague has over 230 :culture: and Aachen over 6000 :culture:! Also, in you can see that the tile itself in one of the screenshots shows 93% HRE even though there is no HRE city to the Northwest. Mouseovers of Pacal's terrain to the NW show the same thing. Anyone ever see this or know what may account for it?

Oh, one other thing, I installed the Blue Marble mod tonight at the suggestion of a friend. Could this possibly be the problem? My knowledge of Civ IV's programming is limited, but that seems pretty unlikely to me. Save attached. I also may still have the autosave before the great artist was used; if that would be helpful I can find it after I get some sleep :)

Did it stay like this for several turns? Usually It doesent recalculate all the boarders right away.
 
I'm not entirely sure, but I think it has something to do with plot culture as opposed to city culture... like if the tiles had more HRE culture, they would stay HRE until your plot culture overtook theirs. I'm not sure of any mechanics, and I'm going on my sketchy memory, but I believe that until you eliminate the HRE completely, they will always have a certain amount of plot culture (which is no longer growing because it has no city feeding it)
