Strange food surplus bug? Unsure..

At around the 10th turn I started a settler production, with 2 citizens in my capital.

After the settler was done the population went down to 1. It was not due to starvation - with my 2 citizens I was working a cotton (2 food, 2 coin) and a hill (2 production). With my capital having 2 food also, this made 4 and gave a stagnation.

I shrugged it off as a loss and continued. After a few turns another citizen came. I decided to pump food, one on an oasis and one on a wheat for a total of 9 food (4 wheat, 3 oasis and 2 capital). With only 2 citizens this should have a 5 food surplus right? Somehow food is missing.



I've tried reloading the save file, and reloading the whole game but it stays the same. Where is my food going?
 
Looks like you are unhappy, so your growth is dramatically reduced. The game implements that by haircutting your food surplus. If you mouse hover the +1.75 it should show that detail.
 
Oh k, my bad.. Usually I have positive happiness so seeing this was unusual. Thanks :)
