Strange stalling in lategame with military units

Well, here's some info;

The game is a multiplayer game, small continents, large map, epic speed, 6 AI, of which 2 are dead.
Newest patch, mongol DLC enabled, one of the players is Genghis Khan. We have 2 different teams, Genghis-Elizabeth, the other one being me and my friend.

We have experienced a strange happening a few times where after ending turn, the game enters to the basic loading screen and attempts to reload all the assets, including textures et.c. This will take about half a minute.

The stalling happens when selecting military units specifically(land/water/air), it doesn't affect workers or settlers. Doesn't matter if the screen needs to scroll to them, or if they're on the same screen where you select them.

The entire Civ 5, save for music stalls and becomes unresponsive for a few moments, something along the lines of 3-6 seconds. The stall repeats, if i open the extra icons at the bottom (>>> icon), and there is a fortify icon, otherwise it does no stall.

We're about 500 turns in, at 1918. The stalling issue did not show itself at all around turn 400 or so, so i could move units like crossbowmen and select them without any issues. I cannot pinpoint exactly where it begun, but restarting the game or fiddling with settings doesn't seem to help.

Judging by the previous information, i'm thinking it might be some manner of a UI bug (considering it stalls again when opening the extra buttons panel on units). This also affects both players.

4G RAM (gonna upgrade this eventually, doubtfully the issue...)

Anyone experienced anything like this, or know why this is happening? I'd be very willing to try a good UI mod et.c. if someone has a really good one to offer, because this is making the game unplayable if willing to do combat. Otherwise, the game doesn't seem to have any issues, turns take a second or two to process, unless there's combat.
 
There could be a corrupt file, but I would upgrade the RAMM personally.
 
It isn't just the RAM, though... since strangely, the issue seems to have fixed itself around 30-40 turns ahead with no military activity from either player. However, if we reload the save, the issue persists, strangely enough.
 
Did the total amount of units drop? There may have been 75 units total at that time. If some were killed and not replaced the amount of units could have fallen back to say 60. Adding those 15 extra units may have required more resources, ie more RAMM.
 
A listing of that many more units would not cause issues with RAM, unless the method Civ 5 handles them with is abysmal, and it leads me to believe that is not the culprit, since both players get the stall, which happens in both dx9 and dx11 versions of the game.

That said, i did play around bit, and the stalling causes the i7 processor to hop up to 70% usage (highest it has ever hit under any other load, including running 2 instances of battlefield 3). RAM still has 1 gig free, and is not causing the issue. VRAM (all 2 gigs of it) is used completely, of course, but that's not related. That's the slight stutter you get when scrolling all over the world.

The unit count did fluctuate, but unsure if it fluctuated upwards or downwards.
