Strange UI bug on Turn 404

Emperor, Marathon, Pangaea, game with a LOT (50+) of mods. Everything has been working smoothly thus far. On this turn I completed the Great Mosque of Djenne, and researching Guilds. But when I entered the city screens, I can do everything EXCEPT "Add to queue". This makes it impossible to add a new construction that just became available (Manchu Picchu) and move it up to make it the current project so it can be built ASAP. I'm at a loss as to why, if is some kind of conflicting mods bug, it's waited 404 turns to manifest itself. [My first thought was, "Is this some kind of "Error 404" glitch?]

As far as I am concerned, if I can't add and juggle items in the queue, the game has become broken.

Anyone every see this bug? List of mods and Saved games are available. [Where, no doubt, someone will open the Save game file and say, "Problem? What problem?"]
 
I've explored the situation further and established that the "You can't add items to the building queue" triggers at the beginning of Turn 404. I AutoSave every turn, so I loaded a turn from 5 turns ago, no problems. I loaded Turn 402 (which starts with the AI portion of that turn and returns control to the player in the following turn, 403), no problems. But If I redo the play at 403, once Turn 404 starts, there's the bug. If I Load AutoSave 403, when it returns control back to me on Turn 404, there's the bug in place again.

For the life of me, I can't even conceive of a reason why it being Turn 404 would trigger this kind of bug.
 
Enable logging (see the link in my sig), look in the Lua.log file - it'll give a hint as to where in the CityView.lua or ProductionPopup.lua file the problem is. Issue can then only be with any mod that alters one or other of those files, or with the mod that added/modded the building/project/etc that caused the error. Which will be significantly less than "50+"
