Why is it not added to the combat logic of the old "Rise of Mankind Mod" where some combat units had percentage strength bonuses to fight against certain types of units (for example a spearman gains 20% strength against mounted units, or a helicopter against an armored vehicle, etc.). I found this mechanic quite interesting, as it required me to have a variety of troops to make an assault.

It's still there. You need to look at the combat stats page of the hover information. Read the tooltip - you have to hold down a hotkey before hovering over the unit icon to see those modifiers.

Press and hold CTRL and hover mouse over unit. You'll see combat stats.
Press and hold SHIFT and hover mouse over unit. You'll see civilian stats.
Right click on unit icon in unit list (center of the screen) and you'll go to Pedia article on that unit with all info about it.

Try ALT mouseover for civilian stats also. Unless recently changed, SHIFT gives subcombats aka combat classes.
