Strong culture and happiness, poor border growth

    I'm playing as Shosone on settler mode. My culture per turn is around 30++ to 40++, depending on alliance, etc. Happiness fluctuates from around 20++ to 40++.

    Now, my other cities have not too bad border growth.





    However, Te-mok is stuck and has been really slow to grow, affecting tile acquisation. It was my 2nd city, btw. and was founded around turn 60++.



    It has got adequate food, I think.



    I've this qn: is this caused by being sandwiched between my capital, byblos and Brazil? In the future, how do I prevent this problem? Edit: I've tried placing a unit to block growth of the other cities but doesn't seem to work.

    Ah, I guess I should have taken them down early on and razed their capital.
