Stuck on first turn

I cannot ened my first turn because of "an important decision to be made".That decision is apparently to appoint a governor, I am reminded. I have tried clicking on everthing in sight to appoint King Philip, but to no avail. Stuck!

I imagine it would have to be, it certainly doesn't force you to chose a general in normal play. The tutorial is super weird and particular from what I've heard.

Here's my attempt at helping, though: In the city screen, near the bottom left you see a little icon to click on, and it should be flashing if you can have a governor but don't have one. So you click on that and that's how you appoint one. Took me a while to figure it out myself.

On the map screen you can also click the slowly flashing wreath icon (little circle under city bar) to open Gov chooser.
