Stupid Question Re: Diplo Victory

It has been a long time since I have tried a diplomatic victory, and definitely my first try in G&K.

So I am playing on a large map with 14 civs and 28 CS, I think 24 CS are left alive.

It says I need 14 votes to win. So I build the UN (France only has one Spaceship part left so timelines are tight), and combine the votes I get from France Russia and my 6 Cs, with the 10 new votes from CS I bribe away from Greece. So I have 18 votes.

So now I build the UN, get the 18 votes that turn in an election, yet don't win and now there are 7 turns until the next election. Do I need to win the next one too? Is something screwy because I added Civs to the map? I don't remember last time I did this (probably over a year ago) having to wait and the Civilopedia is not any help as it says you win "when you get the votes".

When you build UN the window that pops up shows projected results, the voting itself happens 10 turns later.
 
I believe Diplo Victory requires one vote more than half the total of Civs plus City-States.

In your game, 14 Civs and 24 CS = 38 total. So you need 19 +1 or 20 votes.

If you go to the Victory Conditions screen and click on the details for Diplo Victory, it should tell you.

14 does not sound right, based on what you're saying.
