If the UN votes to adopt Universal Suffrage, for instance, are you allowed to switch away from it, or are all the other civics disabled unless you Defy?

US will be permanent and alternative civics will be disabled unless you defy.

or the vote comes up again and fails

Right.

Defying is, what, 5:mad: in every city, decaying at the usual rate? (Would it kill them to actually document any of this in the civilopedia? :P )

Is there a strategy article detailing how the UN actually works? There are a few that list the resolutions and how-tos on getting votes or winning diplomatic wins. However there are a lot of things that seem totally undocumented until you find out the hard way. My original question was one of those. Beyond that:

Defying a resolution. What happens? It looks like if you Defy a resolution that does not pass there are no negative consequences. Correct?
If you defy a resolution that does pass, you get N  in all your cities? Is it 5, is it time or size based? And they decay at the standard 10 turns/:mad: (15 in Epic, etc)?

If you defy a second resolution are you any more outcast? Do  faces keep stacking up as you defy things, or do they just go back to 5 (or whatever it is) or is there no further penalty?

If you defied the most recent resolution to the UN, and the next one is the election, can you be elected? Will it affect the AI's votes?

That's it, I think.

When you defy a resolution, it definitely is 5 , I'm not sure if it's empire wide or merely in specific cities. IIRC, after a set amount of time, all 5  disappear at once. I also think that the penalty stacks, with an additional 5  for each time you've defied.

the effect is empire wide if you do dicide to defy.

also the effect of defying two resolutions in a row do add so if you still have two angry people from the first one you now have seven.

Finally i have never been able to get rid of the civic restriction because the vote never comes up again. If I am UN General I never vote for these, and if I am not the AI never brings them up again.

Actually, this brings to mind another question. If you destroy the UN while a civic restriction is in place, is the restriction removed?

Defying the resolution will get you a +5  for 'the world considers you a villain'. This unhappyness wil not decay over time. It goes away when you vote normally on a resolution. If you defy the second reoslution as well, you will be stuck with +10 . It keeps adding up, and all unhappyness goes away with one normal vote.

I do not think that it matters if a vote would have passed had you not defied it. If you hit the defy button, you will get the unhappyness regardless of the outcome and regardless of what others voted if I am not mistaken. The (implied) statement that you will not get unhappyness if you defy and the resolution would not have passed anyway is therefore incorrect, or at least that is what I think it is.

Another way of not getting the civic in place after a normal vote is to vote 'no' and pray enough other civs join you so the vote will not pass without defying it. This will evade the unhappyness but it is more risky.

No, I just defied a vote ("Stop the war against...") and got no unhappiness. The vote failed, so I assume that's it.
However, it does imply that in a MP game defying to keep using your favorite civic is a losing proposition so long as the owner of the UN is willing to keep bringing that same proposal up for vote! (Unless re-defying the same proposition doesn't cause more ?)

I did not know the additional 'vote must pass if not for your defiance' criteria of getting the extra unhappiness, so thank you for that - if that was indeed the causing you to get no unhappiness of course.

Defying the same proposition over and over again will cause unhappyness to stack up as far as I know. I was wrong before - apparently - so I may very well be wrong again here... My limited knowledge and experience tells me that every resolution is treated seperately, so every time you defy you get the risk of getting additional unhappyness.

This way the UN leader can put huge amounts of pressure on you indeed. If you want to combat this, get another leader to be secretary-general and see if he puts another resolution up. An alternative might be to get your theatres and colliseums up and prepare for war...

Edit: btw, you should use rather than if you want words italic.

In the game I'm playing, I lost the UN to Hatshepsut, the stupid cheating cow:mad: (she also beat me to Broadway, RocknRoll and Hollywood within the next 10-15 turns, and she only has 3 cities!!!). But I'm the biggest (in population) but I'm not that popular. So whenever the Sec-Gen vote comes up, it's me vs her. Neither of us have enough votes to win, so it's always a stalemate and the vote gets put off for a few years. But I really want the extra trade route and the non-proliferation. So I'm considering just voting for her next time the vote comes up. But I'm not sure how the AI plays the UN, does anyone know? Do they run through the proposal list from top to bottom? Do they go straight for Diplomatic Victory? Is it worthwhile spending money and tech trying to suck up to everyone just to get voted Sec-Gen yourself?

Edit: Just FYI I'm playing Liz on Noble on a Giant Earth Map
