Suggestion: Add Kyiv (Kiev)

Good afternoon. As a Ukrainian, I would really like to see Kyiv in the game. At least as an independent city-state. Kyiv is an ancient city that was founded before Moscow and Krakow. And it played a big role in history.

It's been in the mod for a long time and usually does spawn. Maybe there's a glitch in a recent version, but I suspect not. Maybe try generating a few more games?

Yeah it already is in the game. It spawns with 50% probability versus Kazan.
It can only appear with starts >= Medieval (which means if you play Greee it will not)

It's a shame it doesn't spawn when playing for Israel. There's just the green zone of Israel there, but there was no city.

ok I can set it (both with Kazan) to also spawn when playing with Ancient civs
