Have noticed that my Priests are unable to bloom on a slot that has been upgraded. Obviously could see the great synergy for the non elvish races, but for elves would it be possible to allow it? As it is needed to pillage, bloom, rebuild is an annoyance, however minor.

Yeah, the way the SDK is set up you can't add a feature to a tile with an improvement in XML. Allowing it would require either a (possibly significant) SDK change (I haven't looked into this), or to make the spell use python. My first modmod included such a python change, which isn't hard to do. When I have time to make another modmod it will be included again (unless I /figure out how to change the SDK instead)
