Suggestion: Option to peacefully incorporate vassal

Hi!

We had a discussion on RFC forums about voluntary vassals and it turns out is not possible to break voluntary vassalage as master, which is quite odd.

Out of that discussion an idea was born to add an option to "peacefully incorporate" (royal marriage? coup? public vote?) vassal, given some strict conditions:
- equal civics,
- excellent relations,
- same state religion or one side has none
- share a border
- is in the same tech "age"
- vassal's power x% or less than master's power
- master has good infiltration on vassal (espionage)
- possibly more?

That's the proposal and I don't know right now if/how is it possible to add such a diplomatic option, but if it's doable in Python I'm hoping, it's not a big deal to add.

Not possible in python, but with SDK, I believe so.

And perhaps conditions should be less strict? I'd say just these:

Same religion
Excellent relations
Vassal's power 20% or less of master
