Does the AI really persecute often? I've gotten the impression that it stopped persecuting with some update.

Don't they? I think they use the same mechanism.When a city declares independence from a civ, it should kick out the civ's units and create a small army of his own, just like cities who culture flip and who declare independence to form a respawning nation do.

No, unless you changed anything recently (I'm still at the version before Latin American Civs), they flip your units inside and one tile nearby (unsure about the latter). That's why you must rush almost all your units to the capital if you're Unstable.Don't they? I think they use the same mechanism.
