Today I had an interesting and boring game (look at the screenshots). I took first two spain settlers and then settled my own citites. From this moment I had the war with Spain and was attacked by settlers, only by settlers :) Belive me, "waves" of settlers went through this small bottle neck. Interesting is (for me: huge production), that every 6-7 turns settler went towards me (10-12 units KIA). It ended when culture closed this path between my cities. BTW AI asked for peace every few turns, and produced only settlers, no military units. If I had a save I would post this message in 'bug report' section.

If I had to guess, it's less of a bug, and more of poor AI judgement. Spain probably thought it could sneak its settlers past you, and found more cities. Since it kept building settlers, it didn't have time to build military units.

So, yeah, poor AI strategy, but not necessarily a bug.
 
From the images it appears you were blocking Spanish expansion. So they're going to try and get some settlers through so they can expand. Obviously they've chosen a pretty poor way of doing that...

Having played a tone of games vs Spain-they are my favorite pick for AI for achievment victories afterall. And I can say with confidence that Isabella is gullible. She routinely puts settlers out there unescorted with the belief you are friendly. Easy to take advantage of ...quick grabs like this are repeatable the whole game. Offer trade...take gold...declare war...steal workers/kill settlers. She is the easiest push over out there IMHO.
 
Spain is a really bad AI Civ, though very good in the hands of a skilled human player. Problem is, the AI doesn't really know how to handle the bounty of early :c5gold: it gets from a NW, nor does it know how to settle creatively to bring those wonders into their borders.

Add in a UU (Conquistador) with some non-traditional skills that is best at attacking cities - something the AI is notoriously bad at, and you have a perfect storm for crappy AI play.
 
Additional info: after settler's spam, Isabella decided to go for cultural victory (I think). She made worker, trireme and then nothing, so I think she produced buildings or wonder(s). With one city, she was terribly behind in techs. My plan was to surround her and keep isolated during the whole game but unfortunately map was not good for this. Another thing that is interesting for me: with one city she should has lot of policies, but she didn't.

Perhaps she noticed she was very far behind on science and thus decided to only produce science for the rest of the game?
