I disagree. Making peace with Gandhi was the right move. Slogging through Gandhi's territory wouldn't have won either.

As for Justinian, most recently, he probably needed to invade Frederick first. Of course, that wouldn't have made a difference with respect to Augustus' options.

Radio in 3 turns, he's not FIN..and okay 11-12 home cities are not bad, but we rarely see this madness from other AIs.
