Yeah, I think he ran out of cats and was unwilling to Shaka smash or tech cannons or make more cats/trebs because they are too obsolete.

Asoka had a river network to the north and roads at the start.

Boudica's religious capital was landlocked without roads.

Not too surprised by the religion thing.
Maybe if her 2nd city was coastal it would have been different.

I think Sullla is being a little optimistic, as there are also several worlds where all Kublai and Boudica do for 150-250 turns is fight each other...
