Supplying a City that produces what it demands

Firsty, sorry if this has already been answered!

I was wondering if a city can meet it's own demand? i.e. CityA produces and supplies wine, but also demands wine. Do I need to bring wine from CityB to satisfy the demand, or will CityA use its own wine to satify the town's thirst?

You will need to ship in stuff from a different city.
