That's a question I asked on general discution before and never had a clear answer
It's about the units Anti-Aircraft Gun or Mobile SAM
When intercepting a plane attack one or two tiles away, does it get the extra strength from drill, shock or morale promotions ?
Does it worth to build a highly promoted surface-to-air unit to get a better result against planes when "garrisoned" in a city?
And What about the 15% bonus given by a GG around?

all promotions, area effects etc are applied iirc.

not 100% sure though, why don't you test it (should be easy with the firetuner) and report the result?

I think intercept damage is directly based off your combat-strength, meaning anything that increases combatstrength on the intercepting unit should buff the damage that the plane takes. I can't remember at all where I got this from however, so don't quote me on it or anything like that.
