Edit: Putumayo river in South America, Torne river in northern Sweden/Finland and I think it's supposed to be Gälläbjer in Sweden.

You get your favor back if you lose a World Congress proposal vote. This is to prevent any one civ from winning all the time.

Yes, you can spend favor to call a special session of congress to vote on a proposed emergency.
