I mean they SHOULD be. It's also probably a way of them encouraging you to use military engineers more.

Nobel Peace Prize could be awarded from Grievances, no? Less grievances overall wins, without the need to spend Favor. But I guess that would be harder to code, or maybe grievances are intercivs and not global overall, and so it would not make sense. But it would be more accurate than only spending favor for that.
