Switching UP

I want to switch Russia's UP in regular RFC to Muscovy's UP from RFCEurope and I'm not sure how. Muscovy's UP is not in the UniquePowers text document, whereas Russia's (in regular RFC) is. I actually can't even find the document where the python for Muscovy's UP is (Muscovy's UP involves reducing city maintenance from the number of cities). How do I change the UPs?
