Just researched Globalization for the first time, was gonna pop an Engineer on the Opera House...BUT, I can't choose it in the production menu. Any ideas of whats wrong? I'm guessing it might need theaters in all cities, but thats not listed in the tooltip for the wonder. Any insight into the issue is appreciated!

If you mouse over the wonder, does it say anything in red text? (You might need to wait 3 seconds for the proper tooltip to show depending on your settings)
If you have any puppet cities, it might be that one of them has started building it if it ran out of buildings.

Nope, no red text on it and checked all my puppets. After reading your reply and doing that, I tried building it in all my cities. It was able to be built in my one and only coastal city, that has the crappiest production out of all of them. Wish I knew SOH can only be built on the coast before I beelined for Globalization...

I think its intended, that it can be built only in a coastal city.
