Tactical Nukes

I was in the later stages of a Civ game when I Abe Lincoln decided to start a war with Mana Musa. Once the war started he began to just tacticaly nuke the . .. .. .. . out of me. What part that I dont understand is the range of the T-Nukes are like 4 or something like that but he was hitting cities of mine on another continent. Does any know how he is doing it or how to stop it. Thanks for any help

It's likely he was launching them from subs (the earlier version, not Attack Submarines). Unless you have a destroyer (earlier version, not Stealth Destroyer) in the vicinity, his submarine(s) will be invisible.

It's a good practice to keep a picket of destroyers (promoted with Flank I + Sentry) around your coast so you can detect incoming subs which may be carrying nuking.
