Targeted ranged hits?

You can see here I have a few paired ships and land units. The two I have underlined in silver were shot at (by those dirty Aussies! ) and instead of the ships being hit as I would expect, the land units were. It's not the first time I have seen this; but it's only been recent and I had hoped it was a random bug. I thought in water that ships always protected land units with their strength?

Have I missed something? I know that Special Op's can choose their target; but that's the only exemption I thought was in the game.

I've never seen that's happening, however I think the ships protected the units, they shouldn't have lost more points?

I'm pretty sure land units, on the same space at sea as a ship, don't take any damage. The ship does. Kinda defeats the point of having a navy if the navy can't protect the land units!
