Tax Rate Help!

Hi Hi.....

Democracy
Year AD. 2002
Tax = 50% Science = 30% Luxuries = 30%
Total Income: 1165
Total Expenses: 403

However, if I changed the Tax rate to 80%, Science 0% and Lux 20%..
Total Income : 2005
Total Expenses: 403

The important thing is.. if I set the Tax rate HIGH will my citizens went on strike? or will it have civil disorder around my cities?
Whats your experience dealing with Tax? Help!

You can preview the impact of tax changes before going on to the next turn. Change the rate, then check all your cities to see if any of them have more unhappy citizens than it has happy. If so, you will of course get disorder in that city. At that point you can choose to either make adjustments in the city to quell the disorder or you can set the tax rate back to one with more luxuries.

Is it just me? Or that doesn't add up to 100%?
