Taxation-Nat'l taxes w/out having to manage each city

Never played the older Civ's but I am completely hooked by this game. Just learning the basics and have found good info here. Thanks in advance...

My question is around taxation. I am letting my governor rule but in my first two complete games, I get no tax income. I have gone into my cities where banks have been built and manually created tax collectors but I have to be missing something. Is this the only way to earn taxes?
 
Before you convert your citizens into tax collectors, go to your domestic advisor screen and re-apportion your income. Find a reasonable level of technological growth that keeps your annual balance near zero. You can then convert your citizens to tax collecters to fine tune your income.

If you need cash in a hurry, you can go back to your domestic advisor screen and change growth to near zero. You also might want to do this when your civilization is in anarchy (because you're not developing advances during this time anyway). You can either collect the cash or boost your entertainment levels to keep your cities from being in anarchy.
 
Roads and Rairoads give bonuses, same for luxury resources. Also libraries and universities help. The better your science production the lower you can place science research resulting in more gold.
