this is going to sound like a really stupid question, but how do you turn citizens into tax collectors? i've only just gotten back into the game and i'm not sure how to do anything...
 
Welcome to CFC. :)

First your city has to be size 5 or above. Then, go into the city view screen. Remove a worker from the field by clicking on a square that is being worked. He will then turn into an Elvis head. Click on the little Elvis head and he will become a scientist (I believe, I'm not 100% of the order), click on the little scientist head and he will become a tax collector. You can click on the little tax collector head and he will become an Elvis head again.

If you find you no longer need their services you can click on any unworked square to put them back to work.
 
You have the order reversed, Duke. The Elvii turns into a tax collector and the tax collector turns into a scientist. ;)
 
thanks, that's a big help :) now i can actually keep myself out of the hole and still fight people.

(and it's even better in RL when entertainers turn into governors:) )

Doing that will put the worker on that particular unworked square. If you click on the city square itself all workers will be automaticaly assigned to the best squares (according to Civ2).
 
Its really uesful to change peeps into tax collectors when there arn't renough squares in the city radius to use.
 
From size 21 to size 36 you can turn "peeps" into taxmen or scientists; beyond 36 they only act as Elvis. If you have built a Super Science City, with Colossus, Copernicus, and Newtons, the Scientists multiply far more times than the Taxmen (even though ResearchLab comes much later than StockExchange).

I thought that was already the case; government's seemed more song and dance than government since about 1972....
