    Continue redistributing troops and putting offensive troops in the tile where they are building up. Every city needs at least 1 garrison unless they need more for happiness problems. Place a few garrisons between cities near our foriegn borders.

    Sorry, I didn't see this.

    We had big happiness problems (Peter cancelled a wine deal) so quite a few cities have a lot more in the way of garrison. I tried to use knights and horse archers so it is easy to retrieve them.
