Question: How can governors post instructions when we have not voted on the new aimag distribution plan?
According to our laws the Chieftain has that right so long as all governors agree. Since no one has publicly disagreed, than it shouldn't be a problem. Secondly, I'm not sure if it'll go into affect this TC, or next term.
Then can I request that this turnchat be delayed so that the governors can all come to a decision on this issue? (If this TC is for the new term 6)
Falcon02, I apologize for any possible delay.
No it's not part of next term, in fact it will be held in this term, therefore i think we keep our current cities (especially since i won't be a governor next term, i don't want to fuss about with cities for only one turnchat!)
This turnchat will be for the current term, as such current city distributions should still apply. And the ongoing governor's debate of future city allocations should not apply.
However, if you still wish for a delay I can delay it for later this week. It would be either Monday, or Wed. evening - Thurs. afternoon, though Wed/Thurs. would be the first days of the new term. I would like you to verify if you still would like a delay, before I commit myself to it.

Ainu: Library (3), Bank (20). Drop the "citizen" specialists.
Munich: Bank (6), Library. emphasize growth. Move citizen from plains forest to grass with hamlet. new citizen on cottage
Berlin: Market (1), Library (5), National Epic. Drop the "citizen" specialists.

The governors vote on changing the Aimags is for the next term. It's unfortunate that the obvious meaning wasn't just assumed.
Riversight: Build anything that increases commerce or production or units that are needed.
Cumae, Neapolis, Xanadu: Build anything that increases commerce
DON'T let the cities go over their happiness/health cap (appiles especially to Xanadu)
Workers: Increase the yield of commerce/production/food, depending on the city.
I'm not completely sure what to do here, seeing as the poll that is to determine what we research ends after the turnchat.
If one of the vetrans could throw me a bone here, otherwise I'll just post the instructions according to the results of the poll when the turnchat starts.

The poll is for the free tech we get with liberalism, what should it be?
So depending on the winner, say democracy (which is winning at the moment)
your research would have to focus on getting all the techs needed to research democracy (nationalism then consitution), then research liberalism completely and pick democracy as your free tech.
At the moment there is no law that says you can't take results from polls that arn't finished, however it is not a good idea to take results from polls that have a close result. (Trust me i know the mess it can cause! )

As I said, I am out of the race, and see no reason to handle the last turnchat.
This would also allow you to put in place the new policies and get into the pace of things, as well as making a smooth transition.
I am also certain Falcon02 could handle it well, being a former warlord in numerous demogames.
Basically Falcon02, just prepare for the next invasion of Germany, try and put some more units on the borders of Rome if you can.
NOTA: Switch the Engineer specialist to a scientist, this will shave one turn off of Liberalism. After the university, switch to either Research or military units.
NOTB: Take the citizen off the grass mined hill and place him on the irrigated grass for growth. At growth, put the new citizen back on the grass mined hill. When the library is complete start a forge. Also, once the library is complete, reset the free specialist to a scientist.
Orleans: After the forge, start on a university. Switch the priest specialist to a scientist.
Paris: After the library start on a university. Remove all merchant specialist except one. Place them on coastal tiles for both growth and commerce.

Don't change civics
Stop if any other civ has philosophy AND education
Don't declare war on anyone
If you see a tech deal that is even slightly reasonable, take it.
Keep at least 200 gold in the treasury, keep science as high as possible without hurting that cash stack
@governors: We're still following this terms Aimags.
Please research all prerequisites for the techs chosen here. (Currently Democracy, so research Nationalism and Constitution), then Liberalism and pick the chosen tech as the free tech. If our race towards Liberalism is threatened by another civ, please stop the turnchat (or research the first turns of Liberalism if your turnchat has just started, don't finish it).
