Its all good, its not the end of the day, the Roman Settler would have come with or without garrison there. Just make sure you send chariots from Neapolis and Marseilles next time, and send Pisae Guard your way.

To me, just to me surely, one point is becoming more clear: just when the
instructions are not so "rigorously,strictly,exactly," followed the play is good.
Because it is impossible to rule well dynamic situations in advance.
