When I installed the latest patch for Vanilla Civ IV, I discovered that the tech buttons were all either shrunk or blurred unless they're viewed when there's a mod installed. Civic buttons are blurred too even if I have a mod installed.
I have an AMD Anthlon 1700+ with a nForce 2 chipset, 768 MB of RAM (I bit on the light side for running Civ IV, I think) and a Nvidia Geforce 5500/256 MB graphics card.
Attached are some screen shots of the issue, the first image was taken in the civilopedia without any modifications installed, the second one was taken with the WWI mod installed and the third one was taken from a saved game.
Steps to reproduce:
1. Open the Civilopedia in vanilla Civ IV
2. Look up a tech or a civic
