Technology troubles!

So after i just research a tech, I go to pick out another one (on the top right hand screen). If i put the mouse over the tech and i want to see what it does, it ONLY does the has:
Constitution
Enables Representation
Can construct jail
leads to democracy, corporation
9 turns (0/6750)

That is it. It does not have the paragraph that states what it does in a longer, more in depth manner. It also does the same thing for units and buildings.

So please good folks at civfanatics, do your best to help me!

oh, you mean the Sid tips? well there is an option that allows you to disable his tips, and maybe you clicked that. for the options menu , hit Escape and go down to options
