Temple of Artemis Question

It depends on the amount of space you have, whether it's poor for culture gaining. Depending on the setting, you can have more to gain by producing settlers in all your cities instead of temples, and then build temples when education hits. If you have one more city with a library per city that otherwise would have a 1000-year temple, you've actually gained culture with the ToA.
 
The Wonders that give free City Improvements, but for a limited time, are a double edged sword indeed. They can be very good, but when they expire it can be very bad.

My only gripe about them is that I feel you should still be allowed to build the free City Improvement if you want to, to insure against its loss when the Wonder expires. Its upkeep would still be free due to the Wonder, but at least it wouldn't disappear all of a sudden.

But then in balance I think maybe those Wonders are fine just as they are. I think it's good to have things like this that some people do build and some people don't, depending on their strategies and playing style.
