These are the traditional duties and powers of all councilmembers:

Post polls and discussions to determine citizen desires for departmental policies, plans and agendas.
Cast a tie-breaking vote in the polls determining their departmental policies, plans and agendas.
Formulate departmental policies, plans and agendas based on citizen feedback.
Formulate departmental policies, plans and agendas of their own in the absence of citizen feedback (forum outage, low participation, etc).
Convey these policies, plans and agendas to the President for play in the game.
Call Legislative and Override Council Votes.
Vote in Council Votes of all types


These are the duties assigned to the Minister of Internal Affairs:

Organize decisions about settler placement.
Organize decisions about wonder building.
Organize the science/tax/luxury rate.
Organize departmental and provincial budgets.
Governor of cities that do not have a provincial governor.
Call a Mobilization Council Vote to determine if the economy should be mobilized.
Organize mapping of Provincial Borders

Please Gentlemen, as part of the debate process, tell us what you expect to provide our young nation as Minister of Internal Affairs. What are your goals and do you have any strategies for attaining them?
 
Debate response:

Especially early in the game, the Interior Ministry is key to the nation.

I believe that I will help provide useful discussion and polling to ensure that our early, key cities are placed in the best possible positions. Admittedly, it sounds abnormally dull, but the early mundane decisions of city positioning will affect the rest of the game.

To reach these ends, I will sponser discussion, instead of making unilateral decisions. Again, I feel this is key to setting our path toward victory.
 
My goals for the 1st term are to lead our nation towards rapid settlement of the immediate vicinity of our start, while seeking active citizen participation in the decision process. I think we also need a non-binding discussion on desired victory type, which will best be handled after we get a look at the starting position.

Another key area I would like to focus on is creating provincial borders which result in rougly the same production capacity for at least the first 4 provinces. Strong advocacy of radial borders is essential to meeting this goal.
