I announce my candidacy. It is a self nomination.
First of all let me summarize my philosophy regarding the individual duties of the position. This will clarify what I hope to bring to the office.
1. The Minister of the Interior shall be in control of all workers not assigned to Governors.
My method would be to assign the workers to the governors as much as possible, to the point of pre-assignment of any workers in a build queue. The use of the tiles and the production queue will be in the hands of the Governors, they will be better able to coordinate the improvements of those tiles to suit their needs.
2. The Minister of the Interior shall designate any specialization of Cities
I would allow as much autonomy of the Governors as possible. In a situation where the input of this office would be required, cities will be specialized according to their ability. Coastal cities for example, will have certain needs and abilities that landlocked cities would not (ships, lighthouses, habors ect). Cities like our Capitol that are near a river, or rivers, have commerce advantages that can be maximized for economic and technological gains.
3. The Minister of the Interior shall designate how many units of each type to produce. (A. The Governors may work it out amongst themselves on which city actually produces what.)
My philosophy is to match our units to our needs. Our needs should be determined by the Secretary of War, and the advice and council of that office will determine the policies of this office in determining the numbers and types of units we produce. I would not influence the policies of the Secretary of War by determining the types and numbers of units.
4. The Minister of the Interior may decide where to build any Citizens Assembly approved Wonder.
Wonders will be built in the most appropriate location. Speed will be the primary factor in making the desicion for Great Wonders. For National Wonders, speed will also be a large factor, but suitability and need will play a large part as well. For the term that this election is being held for, the construction of a Wonder of either type is not expected.
5. The Minister of the Interior shall keep track of the resources in our territory and where they are.
I actually plan to exceed this. I would keep track of all known resources - those in our territories, those in neutral territories, and those within forign borders.
6. The Minister of the Interior shall control all Great Engineers.
The priority for a Great Enginner would be the rapid construction of a Great Wonder. Circumstances may call for an alternate use, specifically technology but the rapid construction of a National Wonder may be called for. For the term that this election is being held for, I doubt that there would be any use other than for the rapid completion of a Great Wonder.
The Governors Council shall not exist until there are at least three Governors. Until then vacant Gubernatorial offices shall filled by an appointment of the Minister of the Interior.
No Governor would be appointed without their consent or without a confirmation of the citizens. The appointment process would begin prior to the turn session that a settler is expected to be completed. This would allow the Governor to prepare build queues and possible worker actions.
My general philosophy is to maximize production. Greater production results in faster completion of improvements of all types, which results in more of them. I focus on production speed, the more hammers the better. Population growth is essential to this, the more citizens the more tiles that are worked. I do favor engineers over other specialist types, and I'll use them when ever they are an option. Priests, for their +1 hammer, are a solid secondary option. Individual situations may call for different techniques, and I am flexible to the variable situations that may arise. I like to build forges early and often for the +25% hammers and the enginner specialist option. I like mines, and plenty of them. As many mines as the population can support. I also like farms as they allow a city to support more mines.
As far as the term that this election would be for, I believe that founding a second city will be a high priority. For the concern of this Office, the growth of our capitol would be a key component to acheiving that priority. Farms not mines will be essential for that growth.
