If it means anything you are the winner at the time they are supposed to be done, and I predict the vote will remain this way

The vote around 5pm eastern US time was 9/9/10/3 and that is what is is now at 10:30 pm eastern US time. (I forgot to check it at 7.)

Gonnie is heading in the right Direction . A run off election happens when two or more opponents gets a tie at the end of an elections. For example, In the case of this election, two opponents had tied for second place and thus a run off election for Deputies are held. If two opponents are tied the highest, then a Run off election for the Department Leader/ Govenor is held .
