Due West of Zojoji, Japanatican forces mounted an assault against the Russians in a retaliatory stike after they declared war on us. We took 3 cities on their continent: Minus Ambaron, Celestial Fortress, and Bangalore (we renamed the first two cities). See picture below ~



The original plan for these cities was to gift them to other local nations in hopes of bolstering our reputation worldwide. Discussion of this died down after we captured these cities, and now these three outposts sit across a wide ocean, filled with our troops. These troops wait perilously for orders to extract in the awaiting boats offshore before the transfer of cities takes place. Bureaucratic indecision has delayed the gifting of these cities, meanwhile concerns have been raised that this cities will flip to other nations because of their lack of Culture.

This scenario highlights several problems. First of all, Foreign nations do not appear to appreciate our effort in spreading Japanatican Culture in their (future) cities. They actually reject the work we put into them for more utilitarian improvements. Second, when we do cultural improvements in our cities, it increases the strike factor foreign nations use when looking at our lone outposts. This increases the danger to our troops, who wait for the Executive Branch of our Government, nay - the Japanatican people to take action. The have completed their mission, now it is time for us to do our part before they perish from our inactivity.

The reason for this post is to determine the current will of the people on the importance of Culture in these cities. Unlike the people in Tonawanda, who have a lot of Cultural improvements, these cities have no Culture. They are currently building Temples in this regard. Like Tonawanda, these cities have no Governor, and therefore have no one to oversee their care. The responsibilty of these cities growth and well-being falls to the Domestic Ministry, who like everyone else has turned a blind eye.

So the question is, do we rush Culture in these three cities and increase the danger of a foreign strike, while diminishing the danger of them flipping culturally? Do we extract the troops into the awaiting ships and gift the cities away? Do we rush the Culture and then gift them away? Or do we just leave them in limbo and hope for the best? It's really up to you.
 
I say that we rush Temples and Cathedrals in these cities as well as in Odessa. Primarily we should do this just in case the UN vote is tied (and remains so). We may need these bases to execute future operations.

BTW: Tonawanda does have a Governor. It is part of Hai Rando province. Ginger Ale has been doing a fine job sheparding this city along.
