The governor is in charge of posting build queues before every set of turns are played and for general administration of that province. The governor is also a member of the Senate, whos approval is required for all changes to the Constitution.

I believe donsig has opted out of being a DG citizen (last time I checked, he deleted his citizen entry), so I don't know if he is still able to run for an elected office.

This position looks tempting, but I will not nominate myself yet.
