Terrain tooltips?

Howdy, I was looking through the forums here, and noticed this image in the DX11 thread:

As you can see, in this screen-shot there is an extremely helpful looking tool-tip, which gives info about the tile in a much more convenient way then the default tool-tip as it appears above the in game minimap.
Does anyone know how I can enable this?

It is enabled by default but has a ~2s delay. In the options menu you can (and should!) drop the delay slider to 0s .. makes a world of difference.

You hover your mouse over a tile for 4 seconds. You can change the time to something less than 4 seconds in the options.
