What is Tesselation?
I read that it is DX11 only, is that true?
If I can't use it (I have ATI 3870 and Vista) would lower the settings help?

Here's a simply worded explanation.

If you don't have a DX11 card, the setting probably has no effect, but I'd set it to minimum just to be sure.

There is no tesselation without DX11.

Put another way, tesselation requires DX11.
