TGL problem

What is going on in my game
I have Great Library, all the others are in Middle Ages (F11 shows top 5 cities and their cities seem like Medieval) and I'm in Ancient Age. I haven't got a single tech from GL. Here's the save:

You need contact. TGL works only when at least two of your contact has those tech.
