That Damned Espionage Question

As more opinions continue to surface, I wanted to get an accurate gauge on our espionage preferences.

What is your preferred espionage setting?

EDIT: Perhaps I oughta rephrase. What is your preferred espionage setting in an ideal world?

While I may have started as no preference, I'm voting Fully on because I think we're in it too deep to reverse our position now. We're moving at a great pace and I don't want teams to start asking to re-pick because the settings are changing.
