I might try ,more often, playing with the option on that randomizes the AI personalites. It's odd that way if you are used to the varoius personalities. Example: Gandhi's appearence with Montezuma's personality, Montezuma's appearence with Roosevelts personality, etcetera.

I played a game where I started it out on a small continent with just me and Alex. He had copper near his capital. He attacked me quite a few times. I was eventually able to wear him down but when I came across the rest of the civs I was so behind in tech it wasn't worth playing any further.

Charlemagne is also another nasty neighbor.

I had more bad experiences with Alexander than I can count. Especially because I never learn, and let his friendly approach get to me. I mean... this guy attacks even if he is +15 at reaction, and I have a stronger army... very unpredictable.
I mean, with Monty, Shaka and Genghis Khan you see it comming... not to mention Tokugawa, who most of the times manages to provoke me to attack him by just being annoying.

I had similar trouble (like with Alex, but slightly in a lower league), with "Charlie's Angels" (Isabela, Catherine and Hathepshut)... So... my top 5 would be
1 Alexander
2-4 Isabela, Catherine and Hathepshut
5-7 Monty, Shaka and Genghis Khan

Bouadica ... I don't know.... had her as a neighbour only once, and it was obvious she would attack (I was a buddhist, she was a hindu, and ye started close)... so... I don't know yet where (and if) she fits in the list

1. Shaka - Any noise startles him, best to prepare to take him out first
2. Boudica - Ridiculous attacks no matter how much stronger you are
3. Genghis Khan - Attacks you at any moment in time, but well planned;
often reminds me of a human player, nothing crazy, just dangerous
4. Monty - Total nutcase, if he gets out of bed the wrong way, he'll send his little Jaguars, or whatever they're called. Not a real challenge.
5. Almost everybody else, except maybe for Gandhi

how do you get someone to start a war with you? is there a way to provoke someone to attack you? like maybe leaving a small city unprotected near him or in his midst?

He's never been a problem fo me either, but I rarely see him. I haven't seen Alex since Warlords,always Pericles. I see Shaka Zulu in every game though.

While not the toughest, these are the most annoying:

Isabella the insane--can't stand the thought of any religion but her own...

Ragnar -- I swear this guy will stay at war for literally hundreds of years and never suffers war weariness even though I've go the statute of zeus!

It's odd people above have those experiences with Alexander...the crazy guy who attacks me at +15 with an inferior force is almost always Montezuma. Alexander tends to act more like a schoolyard bully, finding the one guy with a small army and is isolated, and then whipping him every so often.

I love seeing Tokugawa next door. Since he doesn't trade with anyone and stays isolated, he typically falls behind quick. Whenever I see Japan, I see another few cities for my growing empire.

My Top 5 Crazy Neighbors:

• Shaka: He's in almost every game I play, and he fights everyone. It's like he's foaming at the mouth or something.
• Montezuma: Crazy mofo. Grins and cackles evilly and has a shrunken skull on his head. 'Nuff said.
• Isabella: Religious wars, anyone? She rarely spreads her religion to me, although once she did and we signed a PA. Every other time, though, she fights me.
• Catherine: She typically backstabs you when you don't help her or give into her demands. I rarely give into AI demands. You can see where this usually leads.
• Boudica: She just has such awesome warmonger traits combined with the aggressiveness. It's a pain to be next door.

I can't stand Catherine because of the city spamming that she does. I'm almost forced to either REX or make an early war, so I'm not drowning in them. I would guess that other imperialistic leaders do this, also.
