In PTW the AI never seems to attack with naval units. They had poor naval tactics.
I haven't experienced this yet in C3C, but have they improved on the AI's naval tactics?

Do they use a land attack/naval/air attack combo, or do they just give up on controlling the seas like in PTW?
 
If you want to have great naval battles, tryt he Rise of ROme scenario as Carthage or Rome. Trust me, they get pretty spectacular.(As in 20 Carthage galleys vs. 10 Roman galleys and at least 30 Persian galleys)

didn't see much of the carthage navy but the macadonian built a ton of galleys in my game

Try the WW2 Pacific conquest. There are some very good naval/air actions there! :)
 
Yarr!! Shiver me timbers, ye landlubbers shouldst try Age of Discovery also. Plenty of Privateer and Frigate action there.
