The AI should surrender when all of their cities are at 1 HP.

The problem with your suggestion is that it's not clear to state ingame that you have to reduce all of their walls to 1 hp in order to gain such status.
To be fair I assumed bringing the city to 1 HP would work before I learned better, and I brought the city's HP to 1 and sat there with archers keeping it at 1. It's actually pretty intuitive to assume they care about HP of their city imo.
