Gede, just out of curiosity, why do the Baltic States become allied with the Soviet Union rather than the Soviet Union occupying them?

I wondered about that too. Maybe it can be fixed so they will be annexed.
But when playing as the Soviets I just capture them anyways, doesnt take much effort and they don't have units anyways.
