Well, Ptolemaean Egypt was by Cleopatra's day a weak but stragically important kingdom situated next to an expansionistic empire on the rise; its eventual absorption was pretty certain. Cleopatra's personal relations to Caesar and Mark Anthony if anything postponed its annexation.
